Brief Introduction:

Along with the enterprise development and international intercourse, we should increasingly attach importance to project management. The more possible thing is practice but not theory.
The following part is the analysis of the insufficiency which exists in the current project management from several aspects:

(1) The problem of the resources allocation in the project management
In many projects construction, due to the unreasonable resources management (manpower, material resource) and the resources allocation, it is universal for us not to differentiate the task between project implementation and the project management. On one hand, if project manager specially did the job of project management but not did any concrete technical implementation work, such as analysis, design, code, test, he could feel that "nothing will be done" and perhaps did odd jobs. On the other hand, as a result of other reasons, various kinds of project management task are neglected to take into consideration. The project control is led to "break down from constant overwork ".
In medium and small project, the task of management might not be fully saturated. If the condition is allowed, the project manager could hold a concurrent post of the technology manager or the business consulter. The key lies in the sense of consciousness and responsibility to divide the work of project management.

(2) The foundation of the project cost
The essence of the project management is obtaining a balance among specification, cost and the schedule. At present, it is common for the domestic enterprises not to establish the specialized engineer's cost structure and utilize the control system. Thus, it is unable to establish and implement the target, the check and the control of the project cost, which cause the unclear responsibility between the company and the project manager. Straightforwardly, project manager could get resources except the cost, "the more the better as Han Xin counts the soldiers", but the company is in a dilemma, it is possible to invest in a big way if allowing the application, otherwise, the company must undertake the risk of the project. Superior manager became the project manager.
Without professional structure of the resources cost, the cost management of the project had no way to be established, and the genuine project management wouldn't be existed.

(3) The project planning
The project planning is the foundation of controlling the process of the project management. The present differences mainly are: At first, the project planning is instituted at random and imprecisely, the maneuverability is not very powerful. So that, the project planning is too sketchy, the Breakdown ("granularity") is carried out insufficiently; the duty, the progress and the resources are not pulled together. Second, the detailed project planning is deficient. We should adopt the method of making the next week's planning at the present week. The essence is "the legalization of losing control of the project ". Third, compared with the planning in advance, the project schedule is not fully makes tracks for and the control is insufficiency.
The Breakdown ("granularity") of the project plan is a matter of balance. The more the breakdown divide, the more the controlling scopes expand, but the project management cost is higher; and vice versa. In the point of individual view of the domestic present condition, below 3 months projects, should as thin as the person day, at least 2 ~ 3 person of days; Half year above project, at least should arrive the person week.
If project managers do not have enough knowledge to the project, the project plan should be mainly drafted by the technological executive and team leader (group's leader). Because they familiar with the working task and the adaptability of the resources most. The project manager shoulders the last responsibility of communication, balance and confirmation.


Purpose:

In the project management, the advanced computer technology, statistics and data warehouse are used synthetically. A project management system which could offer multi-level information service and various kinds of support means could be set up.

1) Rationally distribute and transfer some resources:
Rationally distribute manpower, material resources in the project operation through ability balance, reach the position of "everybody had a thing to do" and "everything could be done by someone."
2) Reasonably estimate the project cost:
After carrying on reasonable distribution of human resources and material resources, the cost could be economized effectively and the waste could be reduced as much as possible.
3) Rationally make the executive plan, hold the project processing:
Effectively distribute resources in existence, reduce the operation costs, clearly know the processing for each detail of the project, complete the project orderly, high-efficiently and on time.

The project management system is developed on the basis of Microsoft Visual Studio. NET 2003; adopted the three-tier architecture, use Com + technology to carry out the distributed integration system.


System function:

The project management system is designed according to the demand of different trades, different field. It could make the project administrator obtaining and collecting the relevant information of the project through various kinds of technological means; gathering and analyzing the data, holding the project schedule, space using rate and risk management, etc., showing to the related administrator and policymaker in a visual way, so as to effectively distribute human resources, material resources and financial resources in the course of operating, carry on unified management and distribution, namely realize the dynamic equilibrium of every resource, offer accurate and prompt decision for realizing management and work; and avoid all unnecessary economic losses.

Information issue - class setup, category definition, grade setup;
Project management - project master file, procedure arrangement, material management, working order dispatch;
Project budget - personnel budget, equipment budget, material budget;
Project plan - personnel plan, equipment application plan, material plan;
Resources balance - the balance of human resources, material resources, using time, consumption and expenses of the equipment.
